According to the Daily Mail, the U.S. has sent young Latinos into Cuba to gain opposition to the government. Their assignments consisted of recruiting young Cubans to anti-government activism.

They were disguised as tourists, visited college campuses and befriended Cuban students. They did this under the guise of civic programs, including an HIV prevention workshop.

Despite the dangers these teens were exposed to, some were paid as little as $5.41 an hour.

There’s no evidence that the program advanced the mission to create a pro-democracy movement against the government of Raul Castro.

The government won’t say how much the program cost.
